What We Did
The project established a five-site air monitoring network across East Oakland to measure PM2.5 and VOC pollution.
Monitoring sites included:
Legacy House
Church Street
Reems Court
East Oakland Boxing Association
Arsola’s House
Technical partners supported sensor deployment, VOC sampling, data analysis, and preparation of the final technical report.
Key Finding
The technical analysis identified traffic as a major source of local pollution and provided recommendations for reducing exposure and improving air quality.

Community-Led Air Quality Awareness, Engagement and Clean-ups in East Oakland
Lifers Leaving a Legacy participated in the California Air Resources Board Community Air Grants Program – Cycle 4 to support community-led efforts addressing air pollution, illegal dumping, environmental health, and neighborhood conditions in East Oakland.

Project Purpose
The purpose of this project was to help East Oakland residents better understand local air quality conditions, participate in environmental reporting, access air monitoring tools, and support cleaner, safer neighborhoods through education, workforce development, and community cleanup efforts.

Task 1: Project Planning, Systems + Coordination
Objective
Build the foundation needed to manage the project, coordinate partners, organize reporting, and support public access to environmental information.
What We Did
Lifers developed the project structure, hosted kickoff and coordination meetings, organized administrative systems, and supported project implementation across all grant tasks.
The project also supported the launch and use of the LIFERS tool, a community-facing platform for environmental reporting and air quality awareness.

Task 2: Community Engagement + Outreach
Objective
Educate residents about air quality, pollution, illegal dumping, and environmental health while increasing community participation in local solutions.
What We Did
Lifers conducted outreach across East Oakland through community events, pop-ups, school engagement, public forums, neighborhood outreach, and workshops.
The project reached over 2,000 residents through 40 outreach events.

Task 3: Workforce Development + Cleanups
Objective
Train and engage community members in safe cleanup practices while improving neighborhood conditions impacted by illegal dumping and environmental hazards.
What We Did
Lifers and Lulu’s House recruited community members for paid cleanup and field-based activities. Participants received training in:
HAZMAT awareness
PPE use
Hazard identification
Safe cleanup practices
Environmental health awareness
Cleanup efforts removed over 30 tons of hazardous waste from East Oakland corridors and neighborhoods.

Legacy House served as a resource for hands-on HAZMAT training, PPE practice, and workforce development activities.

Financial Summary
The approved project budget was $299,991. Based on unaudited financial records, approximately 75% of grant funds were used to complete project tasks.
