Clean Heavy-Duty Vehicle Program

Cleaner Trucks. Cleaner Air. Healthier Communities

Lifers Leaving a Legacy (Lifers) is proud to partner with the Port of Oakland, UPS, and the Black Cultural Zone as part of an Environmental Protection Agency (EPA) Clean Heavy-Duty Vehicle (CHDV) Program focused on reducing harmful emissions and increasing community awareness about the health impacts of freight-related air pollution.

Oakland is home to one of the busiest ports on the West Coast. Every day, heavy-duty trucks move goods throughout the region, helping support commerce, transportation, and economic activity. While these vehicles play an important role in the movement of goods, they can also contribute to air pollution that impacts nearby neighborhoods, schools, parks, businesses, and residents.

Through this initiative, Lifers helps educate the community about freight-related emissions, cleaner transportation technologies, environmental health, and efforts being made to reduce pollution throughout Oakland.

Why This Work Matters

Many Oakland residents live, work, attend school, or spend time near major transportation corridors, industrial areas, and freight routes.

Research has shown that people who live near major roadways, ports, and freight activity may experience higher exposure to air pollutants associated with diesel-powered vehicles and equipment. These pollutants can include fine particulate matter (PM2.5), nitrogen oxides (NOx), and diesel exhaust emissions. Exposure to these pollutants has been linked to respiratory issues, asthma, cardiovascular disease, reduced lung function, and other health concerns. Communities located near freight movement corridors often experience a greater share of these environmental burdens. (US EPA)

The EPA has identified ports and freight-related operations as important areas for emissions reduction because millions of Americans live near ports and transportation hubs where diesel emissions can affect air quality and public health. (US EPA)

Understanding Heavy-Duty Vehicle Emissions

Heavy-duty trucks are responsible for moving large amounts of freight throughout California and across the nation.

Many older diesel-powered vehicles emit pollutants that contribute to:

  • Fine particulate matter (PM2.5)

  • Nitrogen oxides (NOx)

  • Ground-level ozone formation

  • Smog

  • Greenhouse gas emissions

These pollutants can affect both environmental quality and public health. Diesel exhaust contains a mixture of gases and microscopic particles that can penetrate deep into the lungs when inhaled. Studies have linked long-term exposure to diesel emissions with respiratory illnesses, asthma complications, cardiovascular disease, and increased cancer risk. (caphedetroit.sph.umich.edu)

Moving Toward Cleaner Transportation

The EPA Clean Heavy-Duty Vehicle Program was created to help accelerate the transition toward cleaner heavy-duty transportation technologies and reduce pollution in communities impacted by freight movement. The program supports efforts to replace older diesel-powered vehicles with cleaner alternatives while improving air quality in neighborhoods where people live, work, learn, and play. (US EPA)

The Port of Oakland continues to advance initiatives focused on reducing harmful emissions associated with port operations and freight activity while supporting broader goals related to environmental sustainability and community health. (Port of Oakland)

Community Awareness + Outreatch

A major component of this initiative is ensuring residents have access to information.

Lifers shares educational resources and environmental awareness information through:

  • Community outreach pop-ups

  • Local events and festivals

  • Environmental workshops

  • Community science activities

  • Social media engagement

  • Educational content on this website

Our goal is to help residents better understand how freight movement, transportation systems, and air quality impact everyday life while increasing awareness of efforts that support cleaner air and healthier communities.

How You Can Get Involved

Community awareness is one of the most powerful tools for creating change.

Follow our outreach efforts, attend a workshop, visit us at a community event, explore our educational resources, and help spread awareness about the connection between transportation, air quality, and public health.

Together, we can help build a cleaner, healthier future for Oakland.

Follow. Learn. Engage. Protect Oakland's Air..
